Update

In view of the fact that NAWBA members have not received Board meeting minutes, new member application notices, mandated financial reports and other legally required or customary information for some two years, the legal functioning of the association seems to be in question.

This memo concerning these matters, as of yet unanswered, has been sent to the secretary.

March 16, 2000

Ms. Shelia Cronan, Secretary
The North American Working Bouvier Association
3805 N 18th St
Arlington, VA 22207

Dear Shelia,

In reviewing the issues of the Journal for the last several years, and all other association correspondence, which I file as received, it has come to my attention that publication of membership applications upon receipt and upon final board action appears to have been totally absent. This is of course a very serious matter, as it relates to the integrity of the electoral process and the validity of the membership list.

Furthermore, meeting announcements, minutes of board meetings and other information normally distributed by the secretary seems to be absent. In particular, I can find no record of the passage of the current Temperament Test.

I therefore request that you immediately:

1. Explain the apparent failure to publish membership applications, minutes and other customary and legally required information.

2. Send me by E mail a current membership list.

3. Indicate whether or not the proposed temperament test has actually been voted on, and if so, what the roll call was, the date and location of the meeting and when these results were published, as required by the constitution and by laws.

There of course may be a perfectly reasonable explanation for these apparent discrepancies, in which case I ask you to provide it and provide me access to the information to which, as a member, I am entitled.

The inability to produce a reasonable explanation would seem to indicate a resignation as the logical alternative, since the functioning of the association is dependant on the effective execution of the office of secretary.

Hopefully, these matters can be explained and resolved, and the business of the association can proceed in a legal and businesslike manner.

Most respectfully,

Jim Engel
